Mr Thomas Kusi Boafo said he would have replaced them considering the rate at which the public sector has become stagnant and refused to function.
He described the situation as problematic and needs fixing as soon as possible.
Speaking with Adom FM after a media briefing before the launch of National Public Sector Reform Strategy (NPSRS) policy, Mr. Kusi Boafo said, the strategy document will aid in transforming the public sector, unlike the usual lip service that has not yielded any results over the years.
The five-year strategic plan with the theme; Delivering for Citizens and Private Sector, will clear all the filth in the system due to the stringent measures that would be put in place to foster its implementation, he said.
“The previous government developed NPSRS document which was to be implemented from 2017-2027 which was approved by government in principle.
“We however, decided to review the document, within the framework of and in line with our Government’s private sector-led development agenda and re-submit it for the adoption of our new Cabinet”.
Mr Boafo said institutions like the Passports Office, Births and Deaths Registry, Immigration Service, Pensions among others, would be emancipated from the unnecessary delays that have characterised them over the years.
Explaining how the process would work, he said a proper client service would be set up for people to file complaints when the duration for their service is delayed unduly.
Commenting on the issue of 'ghost' names that have engulfed national payroll, the former lecturer of the Kumasi Technical University said, automated devices would be installed to rid the system of names of the dead.
