Co-chair of the Citizens Movement Against Corruption, Edem Senanu has said someone should be punished for the breaches that occurred with the agreement between the Ghana Revenue Authority (GRA) and the Strategic Mobilisation Limited (SML).
He observed that Ghana is going through a period where authorities are not held liable for the wrong actions they take in office.
He was commenting on the full report on the agreement between the GRA and the SML that was released by the president yesterday, Wednesday, May 22.
The report mentioned among other things that the GRA entered into six service agreements with SML without gaining approval from the Public Procurement Authority (PPA) contrary to the Public Procurement Act.
It also said there was no evidence of parliamentary approval for the award of a multi-year contract. Similarly, there was no evidence that contracts in 2018 and 2019 were submitted to the GRA board for consideration and approval.
Speaking on this matter on the Ghana Tonight show on TV3 Wednesday, May 22, Senanu said “This is impunity at the highest level if the GRA which should know better can choose to hive off important responsibilities and make sure that somebody is being paid for it without going through due process.
“I think that we have been going through a period where a lot of things have happened and we haven’t held duty bearers accountable. Who is being held accountable? Whose job is on the line? ”
