…towards seamless execution of impending legal reforms
Board Chairman of the Public Procurement Authority (PPA), Mr. Basil Ahiable, has called for strengthened collaboration among procurement stakeholders to ensure the seamless and effective implementation of impending legal reforms in the sector.
He specifically rallied the Ghana Institute of Procurement and Supply (GIPS) and other key institutions to align efforts towards repositioning procurement practice in Ghana.
Speaking at the induction of governing council members and executives of GIPS in Accra, he was optimistic that strengthened collaborations between the institute and the state procurement regulator could birth proactive interventions that will ensure seamless application of the impending legislative reforms.
“As a keen stakeholder institution, your sustained collaboration with the PPA will streamline and sanitize the sector and get procurement in Ghana very efficient by prioritizing value for money,” Mr. Ahiable noted.
He further stressed that enhanced institutional partnerships would help drive proactive interventions needed to implement the anticipated legislative changes effectively.
Highlighting key legislative measures currently underway, including the Value for Money Bill, which has already been laid before Parliament, and the Procurement Practicing Bill currently before Cabinet, he implored professionals to take leading roles in ensuring that the impending legal reforms translate into tangible improvements in public financial management.
“As a keen stakeholder institution, your sustained collaboration with the PPA will streamline and sanitize the sector and get procurement in Ghana very efficient by prioritizing value for money,” Mr. Ahiable noted.
He further disclosed that the Finance Ministry will establish a coordinating committee comprising agencies and institutions within the procurement ecosystem to facilitate the successful implementation of the new legislation.
“The procurement fraternity must reposition to efficiently apply the legislations once they become operational. If we handle it well, it will mean very much to our benefit as a country because a lot of the waste will be a thing of the past,” Mr. Ahiable further stressed.
Emphasizing urgency and shared responsibility, he reminded professionals that the evolving governance landscape demands adaptability and commitment.
“It’s our collective efforts as professionals that will shape the future. The world is moving very fast; Ghana is moving very fast. The more we delay, the more responsibilities are taken from us and given to others,” the PPA board chair cautioned.
