The Minority Caucus in Parliament has called on the government to refund application fees totalling GHS113m paid by thousands of unsuccessful applicants in the recent recruitment exercise into the country’s security services, describing the process as exploitative and unfair to unemployed youth.
Addressing a news conference in Parliament yesterday, the ranking member on the Select Committee on Defence and Interior, Rev Ntim Fordjour, expressed deep concern about what it described as serious irregularities surrounding the recruitment exercise conducted under the Ministry of the Interior.
According to the Minority, more than 506,000 young Ghanaians applied in 2025 to join the country’s security agencies, including the Ghana Police Service, Ghana Immigration Service, Ghana National Fire Service and the Ghana Prisons Service.
However, the caucus said the Interior Minister later announced that only about 5,000 applicants would eventually be recruited from the large pool of candidates, leaving hundreds of thousands of hopeful applicants disappointed.
“The fundamental question that must be asked is this: if the government intended to recruit only 5,000 personnel, why should the government overpromise and lure over 506,000 unsuspecting young people to go through a costly and emotionally exhausting process?” the Minority asked.
The caucus also criticised the decision to raise the recruitment age limit to 35 years, arguing that the policy significantly expanded the number of applicants and heightened expectations among thousands of unemployed youth across the country.
They described the move as misleading and reckless, saying it created the false impression that the government had the financial clearance to recruit a much larger number of applicants.
The Minority further highlighted the financial burden placed on applicants, noting that each candidate was required to pay an application fee of GH¢220.
The caucus also pointed to challenges experienced during the internet-based aptitude test, claiming that many applicants encountered connectivity problems, which caused them to be timed out and disqualified within minutes of starting the assessment.
