President and Chief Executive Officer of the Institute for Security, Disaster and Emergency Studies, Dr Ishmael Norman has cautioned all diplomatic passport holders to carry themselves responsibly in order not to damage the image of Ghana.
He explained that diplomatic passport holders heavily represent the brand Ghana therefore whatever they do has serious implications for the country.
Dr Norman was speaking on the revelations that North Tongu Member of Parliament Samuel Okudzeto Ablakwa has been making on the Secretary to the Board of Trustees of the National Cathedral Rev Kusi Boateng.
Mr Ablakwa said he obtained documents from the Presidency which confirmed that President Akufo-Addo, his Secretary Nana Asante Bediatuo and Chief of Staff, Madam Frema Osei Opare all knew about the double identity scheme of the Secretary of the National Cathedral of Ghana Board of Trustee, Mr. Kwabena Adu Gyamfi (a.k.a. Rev Victor Kusi Boateng) during the presidential approval process to grant him a diplomatic passport.
In a series of tweets, he said “Presidency became most complicit in granting express approval for a diplomatic passport and instructing the Foreign Minister to issue diplomatic passport all between the 3rd and 10th of November 2021 when the Office of the President received the unlawful request,” he posted.
He added “”Ghanaians will now fully understand why President Akufo-Addo is unable to fire Rev. Victor Kusi Boateng/Kwabena Adu Gyamfi from the National Cathedral Board of Trustees…and why the Akufo-Addo/Bawumia/Dame government is also unable to initiate criminal prosecution against Kusi Boateng/Adu Gyamfi despite incessantly persecuting political opponents,” he tweeted last Thursday.

Commenting on this on the Community Connect on 3FM with Johnnie Hughes Friday, July 21, Dr Norman said “when you hold a diplomatic passport you are a walking build board, a brand for Ghana, you actually carry a complete sense and sensibilities of all Ghanaians and therefore you should conduct yourself responsibility, virtuously.
“If you hold a diplomatic passport and you are seen in a nightclub [playing] with prostitutes then you are actually bringing disrepute to the image of Ghana. If you are carrying drugs it is the same thing, if you are drunk in the streets of London with a diplomatic passport, that is totally undiplomatic behavior.”
“So I think the decorum that is required, it is higher for those with diplomatic passports than those with ordinary passports even though I will say in my mind, the standard is the same whether you hold the ordinary passport or the diplomatic passport.
“Legally a diplomatic passport holder is supposed to behave more responsibly than the one without it.”
