Adeambra Number Two (E/R), June 19, GNA – Baffour Yentumi Ampofo II, Odikro of Adeambra in the West Akim District has observed that, despite the many developments that the District Assemblies Common Fund (DACF) had facilitated at the local level, it faced many challenges.
She mentioned some of the challenges as delays in the transfer of funds, lack of transparency and low levels of accountability.
Baffour Ampofo christened “IGP”, told the Ghana News Agency (GNA) during an interaction at her residence at Asamankese in the Eastern Region that, there was ample evidence of low capacity and lack of understanding of some Metropolitan, Municipal and District Assembly (MMDA) staff on the Financial Administration Act 654 and Financial Administration Regulations (FAR).
She explained that generally, the level of MMDAs compliance with financial management standards was low, leading to several irregularities in terms of cash, procurement, contract and tax irregularities.
Baffour Ampofo stressed that some of the irregularities were caused by administrative or procedural blunders and not only through corrupt practices.
She said chiefs played an important role in the development of their communities and therefore needed to be interested in social amenities that were selected by the assemblies for development in their communities.
Baffour Ampofo called on the assemblies to periodically organise Town Hall meetings to explain issues to the ordinary Ghanaian who do not have the opportunity to attend assembly meetings.
She explained that it was necessary for their information and mobilisation to participate in the local governance.
