Yesterday, the President, Nana Addo Dankwa Akufo-Addo launched a document serving as a blueprint reference paper for the coordination security strategy for the nation.
The President also commissioned a 3-storey office complex, named after the late National Security Coordinator, Joshua Kyeremeh.
The document, labelled the National Security Strategy, is consistent with the basis for the existence of Ghana’s National Security architecture.
In his address, President Akufo-Addo commended the National Security Ministry for its productivity since 2017.
He said that: “The reason for today’s gathering, that is commissioning of the new office complex for the Ministry of National Security, the unveiling of the Ministry’s new logo, as well as the launch of the National Security Strategy, attests further to the tremendous amount of work that has been done over the past 4 years.”
According to the President, a prerequisite for the sustainable development of the nation is a secure environment, which guarantees the safety of its people and the preservation of the territorial integrity.
He averred that, it was only when these things were assured that the citizens can live peacefully and strive to improve constantly the quality of their lives.
As such, he opined that, the existence, therefore, of an overarching strategy capable of guiding the nation in realising these goals was crucial.
“Unfortunately, since our nation was founded 64 years ago, Ghana has never had a security strategy that defines the country’s approach to preserving its peace, security and stability, as well as the plans it has to confront current and future threats.
“To achieve this, it is imperative that appropriate National Security Strategy, which will serve as the pivot around which Ghana’s national security would revolve is produced,” he noted.
On the back of that, President said he directed the minister for National Security in 2017 to constitute a working group to draft the National Security Strategy for Ghana.
Several stakeholders, including Parliament, the ministries, departments and agencies, civil society organisations and security experts made significant contributions to the drafting of the National Security Strategy.
The National Security Strategy, President Akufo-Addo remarked, also aims to establish Ghana as a land of opportunities, with the resolve and the capability to protect her people, her culture and her values, that inure to the well-being of her people, whiles positioning the country to play a meaningful and influential role at regional, continental and global levels.
He continued that, the strategy underlines the unique characteristics, the risks and threats confronting the nation within the context of the evolving world and proposes new and innovative ways to deal with the numerous emerging security challenges.
“It is further geared towards strengthening state response to current and future threats, whiles enhancing our prevention, protection and response capabilities. Once operationalised, the strategy will optimise the effectiveness of the security and intelligence sector by revamping current systems and structures. The strategy will prioritise the effective use of resources to promote effective decision-making, through an institutional system that will ensure integrated and efficient corporation in all spectrums of national security,” Nana noted.
To avoid the pitfall of implementation challenges, the national security strategy, President told the gathering, has been designed to adopt the whole of government and society approach in its implementation.
The National Security Council shall provide strategic direction for the implementation of the National Security strategy.
Further, the minister for national security leading the national Security Council shall be responsible for the day-to-day coordination of activities, geared towards the successful implementation of the national security strategy.
Before ending his speech, President Akufo-Addo was pleased that the ministry has decided to name the new building, “after one of its most, hardworking leaders, the late National Security Coordinator, Joshua Kyeremeh, who died so tragically while still in office and was laid to rest a few days ago.”
In his welcome address, the Minister for National Security, Albert Kan Dapaah, indicated that though people thought the vision of the ministry was overly ambitious, the ministry would not rest on safeguarding the peace and security of the nation.
He lamented the lack of resources in the early days, but swiftly noted that even in the circumstance, the ministry managed to put up the 3-storey building office complex.
Also in attendance was the Minority Leader in Parliament, Haruna Iddrisu and some other lawmakers.
