Accra, Jan. 13, GNA – Prices of most locally manufactured wax prints have increased after the Christmas festivities, Ghana News Agency's visit to some markets places in Accra on Monday revealed. GNA observed during a visit to the Makola and Tudu markets that half piece of GTP “Nustyle,†which was selling at GH¢45.00 had shot up to GH¢47.00 whilst half piece of “Super Print†which was GH¢ 65.00 now sells at GH¢70.00. The price of half piece “Vlisco†a Hollandaise cloth during the Christmas festivities was selling at GH¢150.00 but now sells at GH¢170.00. Mrs Lydia Ampomah, a shop owner at yellow house at the Tudu market told GNA that, sales was good during the Christmas festivities as price stability injected confidence in trading. Mrs Ampomah noted that the increment of wax prints after the festive occasion had slowed down business. “Many customers have been here after Christmas to buy clothes because most of them think there has been decrease in prices, but when we tell them the new prices, they turn away,†she said. Ms Sarah Owusu, a shop keeper at the Makola Market said traders were worried about the increment in prices of wax prints, adding: “but there is nothing we can do about the situation now since it is not our fault.†Ms Afia Bonsu, another trader at the Makola Market told GNA that, selling of China prints was good business compared to the original ones. She said most customers prefer to buy China-made prints as it was cheaper than the original, adding that, it had improved business during and after the Christmas festivities. There was no increment in the China ones, as it was still selling at GH¢ 3.00 for a yard during and after the Christmas festivities. Meanwhile, other traders attributed the increment in prices to the new Value Added Tax (VAT) and the National Health Insurance Levy (NHIL) to 15 per cent and 2½ per cent respectively from the beginning of the year.GNA
Cape Coast, Jan. 13, GNA - Joseph Mensah, a 28-year-old taxi driver from Mankesim in the Central Region was on Monday remanded into Police Custody by a Cape Coast Circuit Court for allegedly possessing a quantity of dried leaves suspected to be Indian hemp. His plea was not taken and would be re-arraigned before the court on Friday, January 31. Prosecuting, Police Chief Inspector, Samuel Amoako told the court presided over by Mrs Florence Kai Otu that on Friday, November 29, 2013, the Mankessim police command embarked on an exercise to pay surprise visits to parts of the town suspected to be hideouts for “wee†smokers. He said during the operation, 50 wrappers of dried leaves suspected to be Indian hemp were found hidden in Mensah’s room which lead to his arrest. He said the exhibit had been sent to the Police forensic laboratory for analytical examination and report.GNA
Accra, Jan. 13, GNA - A four-member delegation from the Electoral Commission (EC) on Monday paid a courtesy call on Mr Akwesi Oppong-Ofosu, Minister of Local Government and Rural Development to discuss the upcoming district level elections.The EC also discussed issues relating to office accommodation for its officials in the newly created districts and other issues of national interest.The delegation led by Alhaji Amadu Sule, Deputy Chairman in Charge of Operations include Madam Georgina Opoku Amankwa, Deputy Chairperson in-charge of Finance and Administration; Mr Samuel Tettey, Director of Elections; and Mr Dan Amanyo, an Assistant Director at the Elections Department.Alhaji Sule said the purpose of the visit was to plan together with the Ministry, early arrangements for the district level elections to forestall challenges the commission had always faced in organizing district level elections.He said there were 6,158 electoral areas in the country, adding, "the district election would be organized in all these electoral areas and so we need to plan early."Alhaji Sule said the district level elections was the most difficult in terms of organization and administration, and that the volume of work involved were huge which required early planning. He said there was the need for office accommodation for staff of the EC in the newly created districts to enhance their work and ensure the credibility of the commission. Mr Oppong-Fosu said the EC was doing a very difficult work and urged the citizenry to support the commission in all aspects of their operations. "Everybody criticize the EC of not being fair when elections do not go the way they want it or favour their candidate." Mr Oppong-Fosu said Local Governance should be of concern to every citizen and that the Ministry was interested in dealing with the real challenges facing assembly elections in the country. He said there was the need for competence and people with professional expertise, especially women to develop interest in the district level elections. Mr Oppong-Fosu said lack of understanding between the contestants was a challenge, adding, "The ministry is developing a programme which would get competent and professional people to contest and participate in the election and development of our localities." He said the credibility of the 2016 General Election depended on the upcoming district assembly elections which must be seen as important and that, the ministry would support the EC to achieve its target goals. Mr Oppong-Fosu appealed to staff of the commission to continue to work hard and contribute their quota towards making the country democratic system sustainable. Wa, Jan. 13, GNA – Mr Abundant Robert Awolugutu, Regional Commander of the Wa Central Prison has suggested the introduction of grants for inmates prior to their discharge.The Assistant Director of Prisons believed this would enable them to quickly settle and properly integrate back to society.Mr Awolugutu gave the suggestion in Wa on Friday, when officers of the Wa Central Prison held an end of year get-together to refresh themselves and reflect upon the successes and challenges they encountered during the year under review in order to chart a way forward.“When inmates are discharged they are given fares which can only transport them from the prison to the place of arrest and conviction. Nothing is added for buying food on the way, not even pure water,†he lamented.According to Mr Awolugutu, discharged prisoners virtually have nothing to depend on for the first few weeks and that forced some to undertake criminal activities like stealing in order to get their daily bread, which subsequently send them back to jail.The Wa Central Prison Commander recounted some achievements of his outfit including the organization of a reformation school to impart academic and vocational skills to inmates, and an appeal school which allowed inmates to have free access to legal counsel.Other successes chalked were the establishment of a paralegal unit to liaise with the courts to determine for renewal remand prisoners whose warrants had expired, aimed at ensuring speedy trial; and registering inmates with the National Health Insurance Scheme to access free health care.Mr Awolugutu said access to justice by inmates continued to remain a challenge due to frequent transfer of investigators outside the region and frequent court adjournments, as well as the perennial congestion problem the prison faced.On the way forward, Mr Awolugutu suggested that the Director-General of Prisons be empowered to release prisoners who were deemed to be truly reformed as a measure to decongest prisons nationwide.Mr Abu Kabiebata Kansangbata, Deputy Upper West Regional Minister commended the security agencies for working hard to maintain peace and order in the region.He also commended the Service for instituting junior and senior high school classes and vocational training programmes at the prisons to reform inmates.GNA

Accra, Jan. 13, GNA – The Driver and Vehicle Licensing Authority (DVLA) has begun processes to ensure the re-registration of all government vehicles by the end of May.The exercise is in response to a directive by President John Dramani Mahama that all state vehicles be re-registered to ensure use of government funds.The re-registration exercise, which would be carried out in all offices of the DVLA across the country, would cover vehicles belonging to the ministries, departments, agencies, whether on government budget subvention or not, Regional Co-ordinating Councils (RCCs), Metropolitan, Municipal and District Assemblies (MMDAs).Mr Tetteh Matey, Regional Manager, 37 Office of the DVLA, told the GNA in an interview on Monday that the exercise had began with the compilation of a list of all vehicles from Ministries, Departments and Agencies (MDAs), RCCs and MMDAs provided by the Ministry of Transport.He said files of these vehicles were being retrieved for re-examination and re-registration and new number plates would be prepared for the vehicles.He said the Authority would work with Transport Managers and recognized officers in charge of transport to ensure a smooth exercise.Mr Matey said DVLA had divided the exercise into four phases and grouped institutions under the phases.January 6 to 21 will be for the Ministry of Transport, the Ministry of Youth and Sports, the Ministry of Interior, the Ministry of Fisheries and Aquaculture Development and the Ministry of Environment, Science, Technology and Innovation.The second phase would be for the Ministries of Roads and Highways, Education, Tourism, Gender, Children and Social Protection as well as Employment and Labour, from January 28 to February 20.He said the third phase would follow suit from March 1 to April 30 with the Ministries of Health, Chieftaincy and Culture, Defense, Information, Water Resources Works and Housing, Foreign Affairs, Agriculture, Justice and Attorney-General, Energy and Petroleum, Finance and Economic Planning and the Lands and Natural Resources.Mr Matey said the Authority would complete the final phase of the exercise with the various RCCs and MMDAs from April 1 to 31.He said the Vehicle Licensing section, which is in charge of the exercise, had to deploy other staff from the Diver Licensing section to help due to the immense work load."We normally have a heavy work load around this time of the year due to the large number of vehicle renewals and new registrations, but the situation is very much under control and we are working hard to complete the exercise on schedule," he said.About 15,000 vehicles are expected to be registered at an estimated cost of GH¢1.5 million. There are 25 ministries and 10 regional coordinating councils.The re-registration has become necessary following what critics described as gross abuse of state vehicles, particularly at weekends for events including funerals and weddings.The process involves all the vehicles having their number plates changed into one with a green background, a GV prefix, the year of registration, a code identifying the ministry, department or agency that the vehicle belongs to or a code identifying the regional co-ordinating councils, metropolitan, municipal and district assemblies(MMDAs) to which the vehicle belongs.GNA
Mamfe, Jan 13, GNA- Nana Ansah Sasraku III, Mamfehene and Kyidomhene of the Akuapem Traditional Area, has appealed to parents to be conscious in the upbringing and the general wellbeing of their children for a better future.He said children needed guidance and protection to build morals and values accepted by society for their own good and benefit of the society at large.Nana Ansah Sasraku, who was speaking at the Mamfe Ohum Asafosa grand durbar of the chiefs and people of the Akuapem Traditional Area, said the rampant reports of children losing their lives and those walking on the streets said parents must live up to expectation.He said the state and the traditional authorities were all stakeholders in the welfare of children’s education and upbringing but parents must take the lead and that the e Mamfe Traditional Council had instituted measures to improve the standard of education in the area.He mentioned the re-construction of the Mamfe Community Centre into an ICT and skills training centre to provide out of school training in ICT and other skills for both young and the old.The Asafosa is a symbolic drinking of palm wine by the entire community at a durbar for bonding, peace and unity for peaceful coexistence and commitment to national development and it was instituted by the forbearers of Mamfe some 500 years ago.Every clan, family and sectional chief as well as the Mamfehene and his queen that make up the Mamfe Traditional Council presented a pot of palm wine mixed in a big pot and shared to all at the durbar grounds implying that once every one shared in the drinking, all disputes and misunderstanding had been settled.There was a display of unity as all the five divisional chiefs of the Akuapem Traditional Area and the 17 chiefs representing all the towns of Akuapem brought a pot of palm wine each and drank together.Ms Ellen Ajoa Ntoso, the Eastern Regional Minister, commended the chief and people of Mamfe for upholding that tradition of Asafosa that brings peace and unity.She also commended them for building the ICT centre and that the government was committed to ICT improvement and had distributed 4,500 laptops to schools and students in the Region.Ms Ntoso said apart from the improvement of education, government recognizes the need for good road infrastructure to propel its development agenda and had awarded 130 feeder roads and 14 major highways on contract for rehabilitation in the region.She appealed to chiefs to partner government in development through initiation of projects and programs such as the ICT centre and pledged to provide 20 computers for the center.GNA

Takoradi, Jan. 13, GNA—More than 200 members of the Ghana Private Road Transport Union (GPRTU) on Monday demonstrated against the regional executives and demanded that they vacate office.They locked the offices of the regional secretariat with padlocks, sang war songs and some wore red arm bands.There were about 20 police personnel with riot gear at the scene maintaining law and order.A former Regional Chairman of GPRTU, Mr. Kingsley Eshun, told the media in Takoradi that the four-year tenure of office of the regional executives expired in 2011 but they are still in office.He said the issue went to court and the executives had been ordered to organize fresh elections but they had not carried out the court’s orders.“This is the reason why we are demonstrating against them so that they organize fresh elections. We will not open the offices for them to workâ€, he said.A member of the executive, Mr. Mohammed Attik, a Trustee, said the executives had filed a stay of execution and they would go to court tomorrow.He said although their term of office had expired the regional executives dragged the national executives to court for not accounting for monies given to them to buy buses for some drivers in the Western Region.Mr Atik said until the issue pending at the Sekondi Commercial High Court was resolved they would not leave office because the drivers who paid monies for the purchase of the buses were demanding their money.“We the regional executives collected the money from the drivers and gave it to the national executives to buy the buses but the national executives had not purchased the buses for the drivers and also refused to account for the monies,†he said.GNA

Accra, Jan. 13, GNA – Ghana’s referee Joseph Lamptey is among the list of referees selected by the Confederation of Africa Football (CAF) for the fourth edition of the Championship of African Nation (CHAN) underway in South Africa.Lamptey, who holds a Federation of International Football Association (FIFA) badge was among the list of 18 central referees selected for the competition reserved for indigenous players.Information gathered by the GNA Sports indicates that, the Ghanaian was the fourth referee in the game against Uganda and Burkina Faso in match day two of the competitions.Referee Lamptey was the only Ghanaian in the list of match officials and the appointment puts him in a perfect position for future CAF competitions.He is expected to be appointed as the middle man in the list of matches to be played on Wednesday, January 15.GNA
Accra, Jan 10, GNA - Former President John Agyekum Kufuor has arrived in the New York to confer with officials of United Nations and the World Bank on his appointment as Special Envoy of the United Nations on Climate Change.President Kufuor and his co-Special Envoy, Jens Stoltenberg, former Prime Minister of Norway, will have two days of meetings with officials of the two world bodies to strategize on the execution of their new roles.This was contained in a statement signed by the former President’s Spokesperson, Mr Frank Agyekum and copied to the Ghana News Agency.The two leaders were appointed last December by UN General-Secretary Ban Ki Moon to sensitize heads of state, governments and key stakeholders to keep their pledges on minimizing the green house effect which among others has increased climate warming across the world resulting in natural disasters in many parts of the globe.Their mandate includes mobilizing political will for a global legal agreement that limits the world to less than a two-degree Celsius rise in global temperatures by 2030.The statement said the meeting will also set the agenda for the World Climate Summit to be held in September 2014 by the UN.Mr Ban will address the second day of the meeting which includes his deputy, Jan Eliasson, Mr. Robert Orr, Assistant Secretary-General for Strategic Planning and Mr. Tomas Christensen, Senior Advisor on Partnership.The World Bank is represented by Ms. Rachel Kyte, Vice President for Sustainable Development, Mr. Patrick Verkooijen, Special Representative for Climate Change and Mr. Yuvan Beejadhur, Partnerships Specialist, World Bank Group among others.GNA

Accra, JAN 10, GNA – The National Information Technology Agency (NITA), on Thursday signed a Memorandum of Understanding (MOU) with the Ghana Library Authority (GLA), and three local developers to help promote the Ghana Open Data Initiative (GODI).GODI is an initiative being run by NITA, the IT implementing arm of the Ministry of Communication, which has created an information storehouse accessible by citizens and businesses, releasing valuable raw data from real-time education to census data.The MOU was signed between the Centre for Remote Sensing and Geographic Information Services (CERSGIS), ODEKRO, Cell Afrique and the Ghana Library Authority.Mr William Tevie, Director General of NITA, said the MOU signified the quest to create and achieve a vibrant open data community that would be easily accessible by all citizenry.He explained that with the availability of such raw data and data sets, citizens, particularly, media practitioners could deepen the quality of news reportage by means of accessing information on any kind of issue, without the usual delays associated with accessing information from government agencies and officials.“Open data is a concept that certain data should be freely available to everyone to use and re-publish as they wish, without the restrictions of copyright, patents or other mechanisms of controlâ€, Mr Tevie said.He said the rationale behind the open government data is to make government data available to the public which in the long run, will increase government transparency and accountability.Again, the open data enables third parties to leverage the potential of government data through the development of applications and services that address public and private demands.The GODI project started in 2012, and is expected to end by December 2014 by which period, a user friendly application would be developed for the benefit of citizens by the partners that signed the MOU.“The establishment of GODI is also to facilitate economic growth by means of creating mobile and web applications for the Ghanaian and world market. Accra, Jan 10, GNA - The Management of Universal Concept Mental Arithmetic System (UCMAS), has unveiled Maame Serwaa Akua Nkrumah, who emerged third in the intermediate “B†category at the 19th UCMAS Abacus and Mental International Competition.Miss Nkrumah, an eight-year old class five pupil of Tower Hamlet School in Accra placed third in the competition held in Malaysia in December 2013.Mr Girish Gurbani, Director of UCMAS Ghana Limited, who disclosed this at a press briefing on Thursday in Accra, said Miss Nkrumah in 2012 represented the UCMAS SDA Centre in UCMAS Mental Arithmetic quiz show on GTV.He said her outstanding performance earned her a sponsorship package to represent Ghana in the 19th UCMAS International competition.Mr Gurbani said in 2012, Master Kobena Asamoah an 11-year old student of Crown Prince Academy, emerged the World champion out of 54 countries that competed for the intermediate ‘A’ category of the international competition.The Director explained that UCMAS is an educational group which engages in the holistic training of the right brain of children. UCMAS Ghana Limited is a professional organization established in 1983, and headed by a team of directors dedicated to offering society a novel and path-breaking method of education in mental arithmetic.He said UCMAS started its operations in the country in 2007 in all the regions, operating in 100 learning centres, and are in partnership with over 50 schools running the UCMAS programme as a school curriculum activity.The international competition is an annual event organized by UCMAS Education Group, which brings together over 3,000 children between the ages of five and 14, from all over the world to compete at different levels.Mr Gurbani said all the children do 100 to 200 arithmetic sums within eight minutes, to test the speed, confidence, concentration and their photographic memory.He explained that mental arithmetic is a form of calculation that does not involve the use of physical instruments, but solely done by the human mind using the mind’s power in performing calculations.Mr Gurbani said some of the benefits of the programme include improved photographic memory skills, listening skills, concentration skills, presentation skills, imagination and creativity skills, speed and accuracy, and it removes mathematics phobia and provides an all-round academic proficiency.He urged parents to take advantage of the programme and enrol their children with UCMAS to boost their confidence level and enhance their creativity.Mrs Akua Afriyie Nkrumah, mother of Miss Nkrumah, thanked management of UCMAS for developing her child to unearth her talents, and urged parents to invest in their wards’ education.Management of UCMAS presented a plaque and a microwave to Mr Emmanuel Nii Aryee Aryeetery, the instructor of Miss Nkrumah, for his role in preparing her for the international competition.GNA

Accra, Jan. 10, GNA – Participants at the on-going 65th Annual New Year School and Conference, have called on government to lead the move for integrating Information and Communication Technology (ICT) fully into all sectors of the economy.The call is to ensure a co-ordinated approach to the integration of ICT usage , promote local software development, improve knowledge and education, as well as publicize authentic sources of these facilities for sourcing.The participants insisted that current available ICT facilities such as local software programmes, hardware and internet connectivity, are largely provided by either the private sector or individual entrepreneurs, which makes access very difficult.Again knowledge of the existence of such facilities are limited and unknown to majority of Ghanaians, mostly those living outside the capital and cities, and this has created a gap in the actualization the need for and potentials of ICT in Ghana, they argued.Their submissions were made during an open forum to discuss the topic: " ICT, Entrepreneurship and Business and the Youth", as a sub-theme of the broader topic on "Information and Communication Technology-Driven Education for Sustainable Human Development: Challenges and Prospects," for the School and Conference.The participants noted that when an open education on where, what and how to secure information on available ICT resources, training and services are well structured, people will be encouraged to source for them without difficulty, as it is at the moment.They further urged government to institute stringent measures and policies aimed at speeding up the digitalization processes of its Ministries, Departments and Agencies and also at the Metropolitan, Municipal and District Assembly levels.This, they said, would empower the assemblies to decentralize their systems to also hasten their services and support, to particularly, educational institutions and entrepreneurship training in their catchment areas.Mr Kofi Bentil, Vice President of IMANI Ghana, who was the resource person for the discussions, however, advocated for positive attitudes of Ghanaians towards the use of ICT.He said although the digital age presents very huge challenges to the country's education and businesses, the ability to succumb them would depend largely on the ability to capitalise effectively on the obstacles to bring about change."We can only achieve this through the use of ICT", he said.He indicated that the use of technology had become a must in the present age, assessing it in terms of time, quality, cost effectiveness, efficiency and value.Mr Bentil further explained that technology was seen as an enabling tool that allow people to do things than they used to do better, and has inherent value provided it was properly utilized.According to him, technology has brought about wider opportunities in the areas of which entrepreneurship which may be presented in areas of service provision and skills development programmes.He said at the entrepreneurial level these can manifest in the business of software development, procurement of hardware for clients, servicing of ICT facilities for those who need them and training for teachers and others who may require the service.He stated that the youth have inherent ICT potentials which could enable them to become movers of Ghana's vision to attain a Middle-Income status if they were helped to fully develop through entrepreneurial and skills development to unleash these potentials for such businesses.He indicated that Ghana was far behind in terms of ICT usage, and needed to catch up quickly with the rest of the world by "leap flogging†and using the youth as its major tool to achieve the development required.He, therefore, sided with the view of the participants that although there was abundant infrastructure, the need for strong leadership was critical to ensure a sustainable ICT-Driven economy for a sustainable national development.The 65th Annual New Year School and Conference which was organised by the Institute of Continuing and Distance Education of the University of Ghana, aimed at creating the platform for a dispassionate discussion of how the objectives of the ICT in Education Policy could be achieved.It further sought to look for pragmatic solutions to the challenges inherent in the education sector, and how best to integrate ICT into teaching, learning, and outreach at all levels of the educational system.The occasion, therefore, provided a common platform for stakeholders from diverse backgrounds, including parliamentarians, District Assembly Members and Civil Society organisations to discuss how to create strong institutional collaborations to meet these objectives.GNA
Accra , Jan 10, GNA - The Majority Leader, Dr. Benjamin Kunbuor on Thursday described as contemptuous the Minority's public dissent on the ruling made last Monday by the Speaker Of Parliament, Mr Edward Doe Adjaho, dismissing a motion seeking the House to investigate the sale and acquisition of Merchant Bank.He said once the Minority chose not to engage the Speaker under the Standing Orders of the House, but resorted to discuss his ruling in the Media, the issue was a matter for the Privileges Committee, since it amounted to contempt of the Speaker.The Minority held a press conference addressed by its Leader, Mr Osei Kyei-Mensah-Bonsu on Thursday, accusing the Speaker of bias, and for pre-determining the outcome of a Private Member's motion, filed by the MP for Bimbilla, Mr Dominci Nitiwul, backed by over 80 other minority law-makers, wanting the House to force an inquest into the Merchant Bank Ghana (MBG) sale to Fortiz Equity Fund Limited.The Minority insisted that the deal lacked transparency, and the there was the need to ensure value for money for those whose pensions the Social Security and National Insurance Trust (SSNIT) managed."What they have done is very contemptuous of the Speaker, because the Standing Orders of the House are very clear on this matters", said Dr Kumbuor, when he spoke to the Ghana News Agency in reaction to the import of the Minority's press conference in Accra."As long as you don't engage the Speaker under the Standing Orders and you choose to do so publicly, it amounts to contempt, and it is a matter for the Privileges Committee."The consequences are that he the (Speaker) will refer you to the Privileges Committee""Well, for them to have used the press conference to mention the Speaker’s name, the consequences are quite clear and I hope when it gets to that point, they are not going to say the speaker is engaged in witch-hunting", he said."If you think the speaker has exercised his discretion in a matter that offends say Article 296, we are all to defend the Constitution, you know what to do. You can go to court on the matter to say that Order 93(1) that gave the speaker the discretion, was abused and you adduce facts to show why the discretion was abused."You can even actually come on a substantive motion to ask that the Speaker re-considers his stand on the matter. At least, in our Standing Orders, these are the positions, it doesn’t include holding a press conference on what the speaker ruled,†the Majority Leader argued.Dr Kunbuor said the Speaker, for political expediency, may decide not to engage the whole caucus on the matter, "but single out the person who read the press statement and cite him for contempt, particularly when improper motives were imputed on the part of the Speaker.He said the likely sanctions could range from the rendering of an apology or suspension from the House for a number of days depending, on the recommendations of the Privileges Committee.The Speaker last Monday in dismissing the motion by the Minority seeking Parliamentary investigation into the sale and acquisition of MBG, reasoned that both the Legislature and the Judiciary could not determine an issue simultaneously and that the House stood prejudicing the outcome of a case that was before a law court, if it admitted the motion that sought to scrutinize the transaction.The House was recalled from recess by the Speaker pursuant to article 112(3) of the Constitution. And the Minority also sought to invite the Governor of the Bank of Ghana and the Board of the Social Security and National Insurance Trust (SSNIT) to appear before Parliament to answer questions on the sale of Merchant Bank Ghana (MBG).The Speaker rested his decision on Order 93(1) of the Standing Orders of the House that enjoins the legislature not to deliberate on issues in court in such a manner that, that discussion would prejudice the parties to such cases, and guided by previous rulings on such cases by his predecessors and other jurisdictions.But the Minority described the Speaker’s decision to disallow the motion as “just one side of the equationâ€, imputing bias in his conduct and alleging that his ruling on the issue had been prepared long before Parliament sat last Monday.“It took the Speaker 15 minutes to read a ruling in which he cited many authorities and which he alleges to have researched and written in one hour...A ruling usually take into consideration issues raised or expressed by parties in a matter.The Minority also alleged that the Speaker pretended to encourage both sides of the House to find a common ground on the matter. but later evidence pointed to the fact that there was a well rehearsed conspiracy to prevent the motion from being moved.GNA
Accra, Jan. 9, GNA – An Accra Circuit court has remanded three persons for robbery, possession of firearms and ammunitions and conspiracy to commit crime.Two out of the three, Samiru Salifu, and Ibrahim Issaka, pleaded not guilty to all charges, while Moses Makini Binipom pleaded guilty but with explanations.The three were said to have committed the crime at NIC, Ablekuma, Olebu, and remanded into police custody to reappear before the court on January 20, 2014.The facts of the case as presented by Deputy Superintendent of Police (DSP) Morkeh are that the complainant, Ibrahim Musah is the Manager of Finest Oil Company Limited and resident of Santa Maria in Accra.He said Samiru is unemployed and resides at Tabora, while Ibrahim is a mason and Moses is a businessman both residents of Ablekuma.DSP Morkeh said Samiru, is one of the notorious armed robbers and has been on the police wanted list for some time now, for attacking a lot of people in the Ablekuma-Anyaa area and collecting their mobile phones and other valuable items at gun point as well as subjecting others to severe beatings.He said on July 8, 2013, Samiru and his accomplices now at large attacked the complainant at his filling station and robbed him of his three mobile phones, a laptop, a digital camera and an amount of GHc 2,645.00 ad bolted.DSP Morkeh said the case was reported to the police for investigations, and while investigation was ongoing, the police received information that, Samiru and his accomplices had attacked a security man at Olebu and collected his pump action gun from him and escaped.He said on January 1, 2014, the police had information that Samiru again had attacked some people at NIC Junction with guns.He said police patrol team proceeded to the scene and when Samiru and accomplices spotted the police, he opened fire at them and the police engaged him in an exchange of fire but he managed to escape.The prosecution told the court that the next day a search was mounted on them, and Samiru was arrested from his hideout with his right hand bandaged as a result of the gun shots.He said when he was questioned he told the police that he handed over one pump action gun to Ibrahim as well as one pistol, a long dagger, and quantity of live ammunitions to burry under a hip of sand.DSP Morkeh said during investigations, the items were retrieved from Ibrahim and Moses, and in their caution statement they all admitted the offences.GNA
